Franklin Lloyd is President and Chief Operating Officer of Rock & Rail and joined the team on May 25, 2004. Mr. Lloyd has many years of experience in the railroad industry, including fifteen years of service at CSX and five years at the Colorado and Wyoming Railway Company in Pueblo, Colorado as Vice President and Chief Operating Officer.

Richard Boehm, R&R's superintendent, began his railroading career with the Union Pacific Railroad in 1997. He then went to work for his home-town railroad Rock & Rail in 2000. Mr. Boehm has become very knowledgeable in the field of railroad operations in or around the Colorado region. Mr. Boehm was instrumental in establishing FRA 217, 219, 225, and 240 programs for the CK&P Railroad & Rock & Rail
